CA Q 28. So, WHY did the court send this case back to the trial judge (i.e., "remand" the case)? What exactly is the Washington Supreme Court asking the trial judge to do?

This case is being sent back to the trial judge to allow that judge to make further findings of fact. Thus, the eventual outcome of this litigation will NOT be determined UNTIL the trial judge makes some additional factual findings.

But, what specific factual findings is the Garratt court asking the trial judge to determine?
